There are various methods of creating the effect of "marbled veins" on paper. My first experience decades ago was with floating amended oil paints on water.
These days I use a rubber spatula to spread out inexpensive (dollar store) shaving creme to cover the bottom of a 2" deep square or rectangular foil pan, then drizzle liquid acrylic paints over the surface. Next I rake through it with a dowel, pencil or narrow rubber spatula to make swirls or other designs.

Parallel lines, criss-crossed lines, swirly curves, etc. add their beauty. Pat the card stock over the paint swirls to make good contact and then lift off the paper. Scrape the card with a dull knife edge or the edge of a spatula to remove the excess shaving creme and leftover paint. This leaves a soft surface and very lovely design on which to add collage, rubber stamping? etc. And it smells good, too!

NOTE: After lifting off a "print," the paint mess will look promising but- add more paint before continuing. Or just rinse and wipe out the foil container and start over with fresh shaving creme and other colors.
